Governments have not learnt much after "Bhopal Gas Tragedy", which hinted at lapses and special care for Hazardous Industries in populated areas ....in addition to regulations in the Manufacture of Pesticides! Nothing has changed much except Warren Anderson was facilitated to escape to US, Compensations curtailed, Endosulphan not banned.....knee jerk admin reactions practiced!
